Clean it up for starters and make sure it works properly before investing time and money into making it do useful things down the road.

The drum looks to be about 12" diameter, so about 100 feet per minute, if you were to take a few turns around it with a rope.

Hmmm.

Sounds just about right for the capstan log winch I have been wanting to make.
