2*Me thinks you missunderstood the question.
We were talking about buying and paying the taxes on the on road fuel and then filing a form and getting a refund of the taxes.
This option makes it possible to run on road taxable fuel on the highway without paying the taxes as in this situation the fuel is not dyed .
3*There is no risk because the fuel in this case is not dyed.

How often is a passenger vehicle stopped and the tank dipped? If you have a diesel car/truck it likely looks just like the gas model, and nobody is checking for dyed fuel...
(this is why there's no such thing as untaxed/red gasoline)
