You may want to pull that carb off and take a good look at it. There are a couple of small ports that can get plugged up easily and will make it hard to tune the carb to get the engine to run well. You may want to just replace it.

You say he only used it once and the oil was black..... that doesn't add up unless he ran it for hours with the choke closed.

I have a similar snowblower (29', 2 stage, Tecumseh 9.0 HP) and I use a full synthetic 10W30 (for small engines) but I have an electric starter. I wouldn't worry about the carb, just put a little Gumout in with the next batch of gasoline and it will be fine. I do not use any fuel stabilizer in the fuel (never have) and it always starts right up the next winter.
