In this day of ear tags, I'm kinda surprised they still brand. Of course, the largest open range around here is about 1 square mile, so maybe that's a factor.

Yup, a BULL maybe but not a COW. Though it is possible that this is a heifer which for the non-farm people out there is a female yet to have a calf (baby). Based on my experience on a dairy farm I would bet that is a heifer and not a bull for two reasons. Lack of a visible udder which develops during a heifer's pregnancy and because a bull doesn't have a vulva which the animal in question appears to have...you can see it at the sides of the tail just below the "device".
