Same as trying to start a lawnmower without the blade on. Tried that in my early mechanic days, tried quite a while, as I remember it. No blade = not much flyweel = won't have the momentum to start/run. Except for the student, I'd like to see this tractor belch a rod to teach a lesson. I ran my chipper/shredder once without the chipper blade in place. It vibrated. Think it rotates a bit faster than the 540 PTO because of the pulley differences between the PTO shaft and the shredder shaft, but it still can't be very fast.
