I've been told you're not supposed to paint pressure treated lumber. I don't always follow the rules though. I use an oil based primer after the wood is thoroughly dry, then a good outdoor paint. I've used latex on top of the oil base with no problems.

No. (Although if indoor paint you can probably get away with it.)

My understanding is that you can use latex over oil, but not oil over latex.

Lowes carries a water based primer that says on the can it can be used on PT primer. A friend used it a couple of weeks ago and it looks ok, but two weeks isn't much of a test.
