I can almost bet that your cylinders have the capability to lift more, but the relief is set for some safety margin, not only for the tipping, but bending, stressing the front axle, etc. You can straighten the arms by securing one arm down and raising the other with the loader or another jack. You would need something secured in the ground, like a thousand lb cement block with a hook to fasten the chain. As far as adding bracing and welding, a good welder would know how to cross brace and weld strengthening plates to the arms.
