Just overseeded my pasture this spring w/ clover and used a rented drill. Is Check w/ your local ag coop (Southern States?) or some federal ag agency representing your area to see if they might have one to borrow or rent. Here, in E TN, both are available.
I wouldn't bother planting until it cools off and your soil moisture is good. That usually happens in the fall and spring. Depending on condition you might not need a cover crop. Have you done a soil test? If not you might want to do that so you'll have best conditions to start you clover.
