3-Point Hitch Please explain the 3-point handles on the DK35

I just purchased a brand new Kioti DK35 and I am somewhat confused by the two 3-point levers. One lever shows the "arm" raising and lowering. The over lever show "deep" and "shallow"

When I pull either lever, they appear to do the same thing...lift the boxblade.

Also, they do not actually lift the boxblade off the ground until you get to about level 7 (of 10). Should it start lifting at 1 or 2?
