I've never seen a taper facing out so it caught my attention and the other two tractors had the lugs installed as to what I would expect.

I don't know if those are washers or a flat face on the nut. The second picture definitely looks like a washer though.

There are suspicious washer marks on the other one though.

Maybe that's just the end of the wrench socket that marred up the paint.

If you look at the original pictures, the washer is the same size or slightly smaller in od, so I think your assessment that it is socket marks is the correct answer.

Can't wait to see the quality improve....after all, they want to get minimum wage to $15/hr...so theoretically quality should improve with increased wages.....uh, right?....isn't that how it works? Pay people more and they will take pride in the quality of their work....be eager to give their best for the customer and company loyalty? Right...that's what America is all about right?...
In Europe younger people are treated as apprentices and end up more quality-minded. In the US they're treated like cogs in a machine that can be broken and tossed.

Could be the washers are tapered? Unlikely but possible. I agree without taking one off I wouldn't be to quick to shoot arrows at anyone. If I was the one looking at this in person I'd certainly bring it to someone's attention so they could do that. If it is wrong it should be corrected.

Could be the blue mark is to keep track ones that were torqed. Good picture though, you can see the washers under the lug nuts.
