Wall, the odds are that a battery on the concrete will be dead. That is usually why they were set there.
That's a misconception only because it once was true. Batteries were originally made of rubber, which is porous so could create a circuit when in contact with the floor.
Now they're plastic so the above isn't true anymore.

I also was told that the sitting on a concrete floor which was usually colder than ambient temperature was the reason it would be weaker.

2) Chloride (CaCL) is not several times as corrosive as rock salt (NaCL) and doesn't 'sweat' at >20% humidity.
3) Scalping lawn isn't doing weeds a huge favor.
4) cutting the green off 'til the 'brown' shows is good for grass, if not for ANY other green plant
5) the word 'data' is spelled/pronounced with two 'Ts' (those Romans had it wrong all along)
6) any old oil is a good cutting fluid.
7) chainsaw will cut better at higher rpm & chain's fpm.
8) you don't have to pay back money if whomever you borrowed it from said something you didn't like.

16) a 4 year old really needs a round of applause and shouts of "Good job!" for zipping up his jacket without help.
17) the colloquial 'gonna' means anything but "let's talk BS for now about 'what a great idea'. We can forget all about it after we celebrate"
18) a minimum wage job should/will provide a 'living wage', allow one to buy a self-driving car, and send three kids to college or life isn't fair

From inductive coupling. There is no inductive coupling from a battery to a concrete floor. There is an induction coil in the charger and an corresponding coil in the phone, they couple together much like a conventional AC transformer. If you will look at how a transformer is built. you will see there is NO direct connection between the primary and the secondary windings. So how can it possibly work you ask? From inductive coupling of the expanding and collapsing magnetic fields. This was all worked out and explored by our old friend Tesla well over 100 years ago.

So if the ambient temprature is 90 deg. F and the Concrete floor ambient temp of 86 deg F, you would expect that to make your battery weaker? Vs. letting it set on the metal battery carrier in a vehicle?...
Yeah, the concrete floor things should have been put to bed a long time ago. Lets charge up 20 batteries all brand new and unused. Let put them in a garage. Lets put 10 of them on the concrete floor of the garage and put the other 10 on a wooden bench about 4 foot off of the floor. We will leave them there for 1 year. Then let's take specific gravity reading of the 20 batteries and make an Excel spreadsheet of the results of our specific gravity tests.
What do YOU think the results will reveal?
