I believe based on your motor and PT PTO press/flow:

(175 in-lbs * 3400 rpm)/63025 = 9.44 hydraulic horsepower

Hydraulic horsepower is different (ie: more useful work output) than a gasoline engine horsepower rating because of the torque curve.

That does not seem like enough HP for that deck. Most lawn mowers, have 12 to 16 hp for a 48 in deck. My Dixie Chopper has a 25 hp for a 60 in deck. Any idea of the spindle speed of the deck

That's listed as a 9/16 keyed.

Depending on what publication you believe, 1 hydraulic horsepower (look at the Northern Tool catalog under hydraulic motors) is equal to 1 1/2 to 1 2/3 horse gas engine horsepower. That means the 9.44 hydraulic HP equates to 14 to 15.7 hp gas.
