Use of fuel conditioner will not raise your coolant temperature. If so, than there is something wrong with your cooling system. I also us PS and Howes and there is no difference on coolant temperature here in any of my Diesels. It does start better tho in the wintertime and keeps injectors clean and I get better power / fuel economy. As others mentioned, I'd check the rad and clean it, fan belt. I doubt it is the dangling ball in the termostat, otherwise your engine would run cooler that than barely in the green.
