I would like to know if a power steering pump would work the same as a hydraulic pump for a tow behind backhoe.

Sure, about 1000 to 1500 psi, and about 1.5 to 3 GPM, depending on which pump it is. If it does not have a relief valve, you can add one.

You only need $129 for this 11GPM pump, and a 5 HP engine, and of course, the rest of the stuff to make a log splitter

I'm sure it would work, but probably be slow. You could always look on ebay for a good used pump. I got one on ebay for my backhoe that I'm making, for I think it was around $25.00 with shipping.

I was planning on using an old power steering pump I had but decided to just hunt me up a hydraulic pump.
