If you have the opportunity to stop by a used or forklift repair shop, ask them for the price on a 16 in rack with 30 or 36 in forks. You might be able to get them for about $250 to $300. Just weld your QA plate to the back of the rack and you are good to go.
You can do lots of things with the forks, other than lifting pallets. I put a 2 in ball in the end of one of my forks, and move trailers and boats around. Wrap a chain around the ball, and you have a lifting unit. You can dig up plants by pointing the forks about 45 degrees in the ground and dig in and lift. If you put some weight on the rear, you might be able to pull engines from cars. Picture of my forks on a 1445.
