\"Pre-Drill\"?

Watch any home improvement show and sooner or later you will hear the term "pre-drill". Ever since I've heard this term, it made me wonder, how do you "pre-drill" a hole? What the user of this term usually means is to drill a pilot hole to allow for some fastener to be inserted. If you "pre-flight" an aircraft, you are giving it the once over before actually flying. Does that mean "pre-drill" means measuring, marking, center punching before the hole gets drilled?
