Is it possible to design a pressure release on a work port from a solenoid valve? Many times when trying to release or connect our grapple there is too much pressure in the lines to get the quick connects to release. In my mind I picture some some sort of release pathway that can be triggered by the press of an inline secondary valve that temporarily sends it back to the tank...kind of like a float position.

If you are talking about for removing the implement, then there is an easy way built in to your machine. Turn the engine off so the hydraulic pump is off. Then actuate the controls to each position to release any pressure in the lines. In my case, I have a diverter which is electrically controlled for the 3rd function, so I turn the tractor off, wait a sec for the engine to fully stop, then turn the key back to "on" (but not START) and then push my third function valve button and move the joystick to all the positions a few times to release pressure.

I would see if the following works:
1.) Turn Tractor Off
2.) Turn key to run position
3.) actuate the 3rd function.
In theory the pressure should be relieved.

If this does not work or seems like a pain then use a true connect under pressure hydraulic quick coupler. The only true connect under pressure unit I know of is the Parker 9500-4.
You have to use a poppet style male tip instead of a ball style but it makes hooking up under pressure much easier.

Poppet is left, ball right

These work great. Use your valve to let the pressure off of the tractor side and the couplers on the attachment side for installation.
It's just not that big of a deal. I don't understand why these are not more commonly discussed on tractor forums.
In the link, you can see the small relief in the center of the main poppet.

So after having my grapple on for 13 years I could never figure this out. I tried all kinds of ways to try to relieve pressure. It never occurred to me to turn it off and use the switches with key in the on position. It works! Luckily I almost never swapped the grapple out.

I might have to check these out.

Since the problem is pressure in the line, there isn't any other pathway back to the tank, just out into the world.
It's easy If you have a solenoid valve, just power the solenoid and work the levers with engine off. That works.

Otherwise.....if there isn't a solenoid valve on an old tractor or implement there are some aftermarket pressure release gadgets that manually slip over the poppet valve end. These have a screw or lever to manually depress the poppet valve and fluid squirts out until the pressure is equalized.
Amazon has them: Quick Coupling Pressure Release Tool.

I often end up trying to do the same with a shop rag and a soft hammer or block of wood. Messy, but works.

If wasting fluid is a bother, you can unscrew the poppet end couplers on your hoses and replace them with quick disconnects that are designed to connect and disconnect under pressure. They are called "skid steer couplers". Most industrial tractors use them.. The best ones are made by Stucci, USA.
