I've done plenty of painting/priming and fabricating just check my links below my signature.

The guy who sandblasted and primed your parts did a great job if the primer only came off where you rolled the rims. He did nothing wrong. You already know what happened, you said the cause yourself. The problem is you rolled the heavy wheel across the ground removing the primer.

Primer is not that durable. Its applied to help the paint adhere to the metal. Depending on the weight of the wheel even if you powdercoated the rim it would have come off.

Primer and paint is not applied for wear. It's applied to protect the metal from corrosion and give it a nice appearance. No matter what you apply on the rim IF you roll it across the ground it will come off. Prime and paint it again and find a way to move it with out removing the primer again.

i usually like epoxy primer on rims. pretty darn durable too.
