It's called a spanner wrench. I went thru the same issue a couple years back. Called the dealer to inquire about the spanner wrench. He found it on his computer system & happily reported that they had never sold one
As others have said - use WD40 or your favorite penetrating oil - let them soak & have at it with the impact wrench again.
You might try boosting your pressure to max vs the "standard" 90 psi - the impact wrench will survive it, just don't make it a habit...
