Mowing Problem with the rockshaft control lever on a 1023E

Trying to reattach the 60D mower to my 1023E, the bottom attachment assembly for the mower doesn't drop when the rockshaft lever is pushed forward. The 3-point hitch drops normally but not the bottom hitch. Tried opening up the drop speed control valve all the way but doesn't help. I admit I'm a beginner. Am I doing something wrong or is there a problem with the tractor? Any help would be greatly appreciated.

You need to look at the linkage and see if you can figure out what is hanging up preventing it from lowering.
