Problems with To-30 Ferguson Motor

I have a 1950 to-30 Ferguson tractor. The motor will turn over but it won't crank. Any suggestions?

Good battery? Gears in neutral? Gas in it? Could you rephrase the question? Is it a diesel or gas? If gas, is fuel flowing from the tank to the carb? Getting spark to the plugs? More info required for a better guess.
