You can charge whatever you want, its a free country.
I pay $53/year for rental for 1,000gal tank. The company I deal with is honest, family business and usually has lowest price in region. Price is same, if you own or rent, cause they charge rent.
I think propane could actually be cheaper than natural gas, as I always fill up in summer when price is lowest and I don't fill until next summer. This is why I have 1,000gal tank instead of the standard 500gal.
Natural gas, you pay much higher price in winter.
