I think the propane companies tend to price their tanks new and used on the high side so customers won't buy them and will stay locked into having to buy gas from that particular supplier. They have their methods of discouraging you from getting your own tank.
You just have to ask them what they'll take and look around for a tank elsewhere. Be careful not to buy another company's leased tank from an individual. If someone has purchased a tank, they might still have their original bill of sale they can show you to prove they own the tank.
