You could probably weld the holes up in place but if you ever take it off that would be the ideal time to do so. You could patch with a little rubber and a couple of hose clamps.

I believe that is just a straight piece of thin wall tubing--I would just take it off and make a new one. If you took it to a muffler shop they could probably whip one out in a couple of minutes. I would also paint it Yanmar RED!! :laughing:

While its main purpose is to keep things from winding up on the shaft, the holes will enhance collecting and retaining things that should not be in there, water, dirt, oil, and debris, therefore, I would replace it, or fix it.
