I'd suggest deliberate trouble making by person unknown.
Perhaps a prankster or even frustrated employee.

It is very common to use red and black to identify hot and ground as well as the use of male and female connector with the female usually hot.
Also from the pix the leads are deliberately short so as to prevent them from being joined.
To connect them together they would have to have been deliberately pulled out of the loom.

We suspect just a bored or misguided patron. There are tons of tractors here on both sides of the RR tracks and some unfenced. This one was in a fenced area but many customers wander the lot daily. Your guess is as good as anyone though. Employees here are all more or less family. Owners brother in law is the head mechanic etc.... And turnover is rare. Its a long time family run business of large volume. Been around since the 60's. Been a Kioti dealer since Kioti came into the market. Mistakes are made I know. But one like this probably not from the dealer. They assemble these day after day. And never seen this before.

In fact these pictured are the replacement loom and are exactly as found with the exception that I deliberately spread them out so you could see them. They ran parallel to the loom but yet outside of it and if you look closely you'll see that they come back from the top to bottom within the loom. They, to my knowledge, were not pulled out of the loom and you can see they are under a perfect electrical tape line that is undisturbed. They also are as delivered and are as the original was from what I was told. And there is just enough length that someone could plug them together. I do not believe the mechanic pulled them from the loom. At least he told me they were as he found them. And I believe him. But they in fact should be buried further into the wire loom which would avoid this possibility. I suspect the plugging together of them as a prank or mistake is rare. But as we can see is possible.

In this case they affected a 20 amp fuse which controlled the headlights and probably horn circuit. Which when the light switch was switched on became a direct short. So I imagine the rear lamp that you might chose to install would be operated by the headlight switch as well? Not sure.
