If your tractor has a 1,000 rpm pto you could buy a pto generator with the gearing for that speed. I think however you would find that the engine would be running at about the same rpm as you have indicated you need for the 540 pto as the tractor manufacturer needs to have a lot of power available to handle attachments. If you had a 70 hp tractor and only needed 15 kw it would be possible to make a chain drive to get the required rpm for the pto generator while running the tractor engine at lower rpm.

As for fuel efficiency. A fully loaded gas gen set burns less fuel than a large diesel on an undersized load.

For example the Nebraska tests for a Case IH 110A.
At 92HP, .494lbs fuel per HP per hr.
At 42HP, .667lbs fuel per HP per hr.
At 21HP, .935lb fuel per HP per hr.

Diesels and gas turbines have lousy part load fuel efficiency.

I guess I didn't state that clearly. Correct, only one setting and that happens to be the 'efficient' one!

I use my 4600 to drive a very old and super heavy duty servis mower.

eats anything the front axle can get over...
