3-Point Hitch PTO not turning on 1710

Purchased a used 1985 (now vintage?) 1710 with loader. Problem--the PTO does not turn when engaged. Moves slightly but will not turn with any resistance. It moves freely in either direction by hand even whe PTO lever is engaged. Loader works fine. Oil and filters recently changed. 3 pt hitch operates fine--its just the PTO. Any help here would be much appreciated.

Have an owners manual? It should have a procedure for adjusting the pressure plate fingers on the two-plate clutch. That first, then linkage adj for the main drive clutch, I believe. Your PTO clutch could be worn out, but you won't know until you try the adjustment.
