You bring up a good point California. I emailed Leonard at Sheaffer Town & Country Tractor and he told me it was probably one of three things, low hyd. pressure, worn out clutches and or a bad O-ring. Pretty sure my hyd. pressure is good. I am supplying a link to the diagrams to the PTO showing the clutches and if you look in Figure 61 Part #17 is an O-ring.

One more thing that could possibly be the culprit. I have lever underneath the steering wheel that says "PTO" and some Japanese writing. It slides up and down and seems to have three positions. But none of them seems to have any effect on the PTO. Maybe before I tear into the rear end, I will get in there and see if maybe this lever is the UFO you speak of and it is not connected.
