The PTO on my newly acquired ih 454 is locked up. When engaged, it feels like it's engaging but doesn't turn. I was told it's probably the PTO clutch. The hitch raises and lowers fine, but I need the PTO to run a bush hog and stump grinder. Should I just replace the PTO clutch or is the something else to check first.

On the leftside behind the hydraulic filter is a thin steelpipe with a endcap on it .
Atache a 60 bar gauge to it and test for pressure( about11bar)
If not remove gauge and atache to the fitting coming out of that mcv block.
Oil returning from the steering works the pto.
To get the pto clutch out you need to drain the oil and remove the round cover. Then remove the rollpin that locks the pto clutch to the rear pto shaft. Pull the rear pto shaft and then remove the clutchpack.

It sounds to me like you have directions to test and see if you are getting hydraulic pressure to the PTO clutch. That would be my first step before going any further.
To clarify, is your PTO turning at all?
If it is turning, does it stop turning when you put a load on it?

He said that it looks like its locking up....so no oilpressure to couple the clutch..
And release the brake.

Thanks DLTTrekkers and Aczlan. I had written the question before I picked the tractor up, knowing what the seller told me. I went and got the tractor yesterday. Nice running and the power steering works well and as I was told the hitch lifts just fine, but the PTO doesn't turn at all, even with no load. This is the first tractor I've ever had. Last time I was on a tractor, I was about 5 years old being given a ride by my grandpa. I'm 54 now (big kid) and wanted a tractor mostly because they are amazing machines and I lke big things that can move other things and do work (create more work for me).

I guess I'll go to tractor supply and pick up a pressure gauge and then I'll use one for the first time on hydraulics. I've got the shop manual (ih 203), fwiw, but getting some direction from you guys is priceless.

I will let you know what I find in a couple days. I was told this tractor had sat for several years, unused. (only has 3800 hours on the hr. meter) and the guy who I bought it from said he only used it for disc harrowing along side his MF 135.
It starts right up and seems to run strong. It needs some TLC for sure, but I'll give it that as I figure out what to do. Another concern I have is that its hard to get it into the gear I want and sometimes grinds even when stopped, as I shove the lever into gear. Is that typical? For what its worth, the clutch engages toward the latter part of the pedal release. To me, that would indicate that the clutch is working right, but I don't like that occasional grind. Sometimes, I have to run the shifter through the gears, to get it to fall into place. I haven't put it under any load other than driving it a mile down the street, on my first of many joy rides. I'd say it goes around 22 mph or better in high and fourth.

For the clutch you will have to check the pedalfreetravel. Tha can be adjusted at the adjustingrod that runs from the pedal to the shaft going into the bellhousing.

And fot the gringing of the gears....it could be that the clutch plate has some oil on it making it to stick to the flywheel/ pressureplate.

In the mean time, I've discovered a substantial leak that collected overnight on the garage floor. A circle 20 inches in diameter of honey appearing fluid located under the seat on the ground. I crawled underneath and think the leak is coming from the hose fittings on the left side. The pics above are to explain where the leak appears to come from. I'm not sure what I'm looking at or even what these hoses do as the shop manual isn't strong on pictures that indicate the parts of the tractor for someone like me who is new to hydraulics and tractors. What are these two solid lines, what are they going into and what is their function? What about the picture that shows the a square shaped fitting with a hole in it attached beneath a hole that looks like it should have a bolt in it. What is that?


Since their is black gunk and then the clean new looking hydra trans fluid on the surface, it looks like either one or both of these fittings have been leaking a long time. I've noticed a lot of broken off studs on this tractor or twisted of bolt heads. I'm starting to see why I was sold the tractor cheap. I need to make this all right, but need some education on what things are supposed to do, so I know what's broken and what should be left alone. Any suggestions on reading material? I'm afraid the shop manual is not remedial enough for me. I could start with a diaghram labeling all the parts and then an explanation of what they do and how to replace them if they are bad.

Could the leak have something to do with why the pto doesn't work, or maybe why it quit working? The shafts are frozen solid, so I can't budge them.

PTO frozen solid....when starting the engine that PTO shaft wil turn just a bit befote its stopplate inside will stop it against it inside stop. By turning it counterclockwise with a wrench you wil see that it is not frozen solid.
