PTO problems

I just got a used Zetor 6245 the Pto engages but I can stop it with my hand.
Anyone know what might be wrong?
It has a FEL that won't run unless the pto is engaged.When I push down the lever the fel works and pto spins but has no torque.
Could the FEL be taking to much fluid?
Is there another lever to engage pto?
I know nothing about Zetor functions.
Please Help !!!

I bought a Zetor 5211 today and the same thing happens, pto has no torque. I noticed it shortly before unloading it off the trailer and didn't have time to chase the problem down. The levers seemed to be in the right position but I'll look into it further later this week. What was/is wrong with your pto? Thanks.
