Thank you all for your replies. I thought thats how it goes on and as stated by someone above I always take pics before and during disasambly. It's so helpful

However!!

This is the second pto seal I've put on as the new one before this leaked just after it was installed and I see the problem on this one.
New pto shaft btw

I put the pto seal in the pto collar/retainer. Pushed the collar onto the shaft. (Really tight and and each time the outer lip of the seal is partly sticking.
So then I tried a different approach of putting the shaft into the housing and equally pressing the collar in on its bolts but it still happens
Not in the same area each time may I add it's hit or miss.
I took the seal pack to the shop and he gave me a new one but it still is happening?
What's up I wonder.
I've pointed to the area I'm talking about in one pic.

Are you lubricating the shaft before you put the seal on? I prefer a heavy oil to grease for that, but any lube is better than none.

For a seal I had to slide over a long shaft on my Coot, I wrapped light card stock around the end of the shaft, slid the seal on to that, then slid the seal and card almost up to the seal's final position, then slid the seal of the card stock and onto the shaft. This protected the seal from getting damaged while sliding it along the shaft. A very thin sheet of plastic might work as well (cut from some junk that might otherwise go in the recycle bin). THere was some trick I did to get a grip on the card to slide it, but it's been a long time, and I can't remember what I did right now.

Snap John I looked at it and came at it so many was yesterday. Then said to myself I need to.create some sort of thin slide to slip over the shaft where the seal goes to stop the lip from catching on the shaft and folder over creating the problem I was having.

So i got some really fine cardboard and slid it down and onto the shaft. Put all back into the tractor, filled with oil and no leak!

I had done a seal years ago on the old.shaft so I was very frustrated as to what was going on.

It's a good tight seal but you can't renew it like the MF manual says.

Yep, in our maintenance department for the corporation where I was employed for 38 years, we used either plastic or brass shim stock to wrap around the shafts to slide the seals over in the gear boxes we rebuilt . It kept the splines and key key ways in the shafts from cutting the new seals. Along with lubricating the new seal with grease before sliding it on. ;)

Electrical tape is also an option for some seal installs.
