PTO Shaft doesn't spin

My tractor is a 1957 Ford 800. I recenlty replaced a broken PTO output shaft. It spins freely by hand, but does not spin under power. The shifter seems to work normally, but the shaft does not spin. Any ideas/help would be appreciated.
