PTO shaft for Salsco Chipper

Excuse my ignorance, but what is the purpose of the chain attached to the PTO shaft shield?

those chains hook up to the 3 point hitch arms and help keep the pto shaft cover from spinning at 540 rpm. Mine usually break off after awhile. doesnt seem to harm anything

Same here...those covers might rotate, but they stop if something brushes up against them.
That doe not mean you should grab it though!

Mine came with one chain, not two. The plastic shields telescope together and have a pretty snug fit...does that wimpy chain really stop it from rotating? don't they get hot and melt?

Also, Salsco provides rather cryptic instructions on how to measure and cut down the shafts (see attached).
