PTO Shaft rusted on...Advice ?

if possible, Id be tempted to hook it up and use it a few days; let the vibration and lubes work on it a while; then use heat. Often I use a air hammer and let the vibrations help.

Like LD1 said, A final suggestion I might make would be to disassemble the u-joint and put a puller on it.

That would be my 2nd thing to do. Thats the right way.
