Technically I think tractor hp has very small affect on how tight a slip clutch should be adjusted. I've never read an operator's manual that stated adjust slip according to tractor HP. It requires a certain amount of torque to initially slip the clutch that's the reason some equipment OM states adjust slip clutch tension utilizing a torque wrench to power pto shaft.I NEVER go by spring or stud length! How do they know what tractor YOU have???
Tighten the springs down until it stops slipping in normal use, and then give them another half turn.

I have seen suggested ratings for the HP of the tractor it will be used on, but I would never use that as the judge...Technically I think tractor hp has very small affect on how tight a slip clutch should be adjusted.
