Just the fact that the snow is getting blown out of the chute unbalances the fan. You've got a fan blade full of snow that is suddenly empty, meanwhile the one behind it is full of snow.
You actually have a constant changing load on the impeller as each blades loads up, moves and discharges the snow into the exit chute. The load changes are fast enough and probably balance each other out as the fan turns at speed.
Yes, care with balancing the fan does help a lot and probably goes a long way to making the blower virtually vibration free.
