On the yanmar.. there are some inplements.. like the tiller. that are made to use the higher speeds.
Also.. in 2nd range 7xxrpm... you could run very low pto loads at proper us 540 speed.. with a lower engine rpm.. for instance.. a broadcast spreader.. etc.
