Don't quite know what you mean. Sure, you could put a single breaker into an enclosure and have lugs, but more often it's going into an existing panel.
Not sure of the proper name, but these are what I was referring to. They also come in a style with prongs instead of the hole in the tab shown here.

That’s a grounding chair style lug. The ones with the prongs land on the neutral or grounding lugs to make them accept larger wires.
