I completely agree - use the tractor as the anchor but come alongs for the tightening. I tried it with my tractor and skid loader first and it didn't work well... come alongs top and bottom worked REALLY well.

I used two 2x4s with lag bolts to clamp the fence between it, but if I had to do it again I would use a piece of angle iron with slots cut at the wire interval, for more even pulling.
