Question about 3 point lever and loader joystick (4720 related)

I get that set up would not include checking to make sure all bolts are properly torqued, however I would think that set up would require that the controls function as designed. The control lever on my tractor was so stiff that it was impossible to move it from one number to the next with any precision as indicated on the control cover. Pretty sure that Deere would not want this to be the case.
