can any attachments that are able to attach to a skid steer able to mount on the kl451 if it has a quick attach plate

Universal QA is 44 inches. So if the QA plate for the KL451 in 44 inches and the Skidsteer attachment is the standard 44 inches, you should be good.

I didn't want to throw out a general yes, because I remember reading somewhere, I think it was IT, saying that his factory QA was a little short. Also, I think Bobcat's older QA setup was propiratory.

I don't know about the KL451 but as CrabJoe mentioned, the KL401 QA adapter is a few inches shorter than standard. However, it works with standard implements. I have used it on four different implements without any trouble. The "universal" skid steer attachment system does not require that every implement be exactly the same size, they just need to fit one of the pin holes to secure the implement.
