I used to ice fish up in Northern Alberta Canada. All I ever used was some high dollar Mountain Equipment Co-op long johns that felt like nylon but they wicked the moisture away. These went on first, then my blue jeans, then a pair of nylon pants with a thermal insulation layer, on top of that went my duck down jacket also from MEC with hood, then on the head went a knit full face ski mask and a pair of thinsulate knit gloves for the hands and that would be good to -40 C out on the lake sitting on a bucket. A thick pair of wool socks for the feet and -100C rated boots were needed for the feet since you weren't moving. If walking -40 rated boots were good and nothing higher otherwise you feet would sweat. I gave my -100C rated boots to a hunting buddy that goes up to Colorado elk hunting every winter as I didn't think I would ever be fishing Canada again, at least not in the winter. I kept my -40 boots though as I can use them here in Ark.

Dressing right is the best answer. Generally, tractor work moving snow and such doesn't involve a lot of physical exertion, so you don't build up body heat that much. Dress like the ice fishermen, get some military surplus polypropylene long johns and most especially, insulated foot wear and the face mask. Once you get cold, it takes forever to warm up, so the best bet is to not get that cold
