My father has a Pa drivers license and Pa plates (has for the last 40 years or so).

He bought a new car in NC in Feb and it seems either the dealer really screwed up or the state of Pa has changed some things (my father bought two other new carss in NC from a different dealer and never had a issue getting his Pa tags and plates). As of now, my father is kind of driving illegally I guess because for whatever reason, the paperwork never got filed.

Here is the key question...

When a car dealer sends in paperwork to the state the out of state buyer resides in, shouldn't they send the paperwork to the state capital, where the department of motor vehicles is generally located, or can they send it to the local county DMV?

My dads down helping out while my wife is in boston for work, and my dad actually had to get his state representative involved to figure out where the NC dealer sent the paperwork (to the county DMV). So, he got the paperwork from his state rep and he said he would just drive the paperwork down to me instead of having them mail it back to the dealer. That said, Dealer still screwed up, but they're saying the state changed some things, and I know what it's like dealing with the state.

I know you can do tags even at private locations, but I would think when it comes to an out of state vehicle purchase, all paperwork gets sent to the state capital. That said, the dealer says it's fine sending it to the county (where they sent it before and apparently it got "lost").

This sounds like one of those things that varies from state to state. I'd call the DMV and ask what procedure they prefer.

I've only ever bought 2 vehicles out of state, one each in Maine & Vt. In the case of Maine (which apparently charges sales tax on vehicle purchases), the dealer gave me some paperwork that I needed to file to prove I registered it in a state other than Maine. No issues whatsoever on the one bought in Vt.

Dealers here will fill out the title application (and charge about $100 to do so), but it's up to the buyer to present it at town hall when you register.

In Florida the DMV has to inspect the VIN to see it matches the paperwork and have signs up- We don't inspect when it's raining!

Gotta have the vin verified by the state police in Vermont as well. Went through the same as you in Florida also. It's at there convenience and if I remember right, I think it cost me $10 as well. That was years ago.

Floored me when I moved to Arkansas from Florida. That personal property tax will chap your fanny :mad: So you have to get your vehicle assessed at the local tax office. Get a stamped paper and take it to the tag office.

What floored me. It was nothing to register an out of state vehicle. Just show them proof of insurance and current vehicle registration, and the assessment paperwork. Pay $25 and your out the door with a shiny new tag.

Now to switch your drivers license is a whole different matter. Took two months to get my license switched. Need birth certificate, social security card, photo ID, marriage liscenses, federal liscenses, and a couple other things which I can't remember off my head. I think it was random bills or lease agreements. I do remember, they kept changing what you needed by the week, so if you showed up one week with certain paperwork, it was a good possibility that they required something different. The was a very painful and frustrating process.

You usually receive the title in a couple weeks, filled out with lien holder section filled out if financed. Also included is an updated bill of sale, so you have 30 days to register the vehicle, instead of a week.

State of Arkansas requires all paperwork to be filed within 30 days. If you go over the 30 days, then you have to pay a penalty at the tag office. Thats why they send an updated bill of sale with the title.

The last two times my father did it (buy a car in NC when he lives in Pa), the dealer did all the paperwork, sent it to the state of Pa along with appropriate taxes, and my father got his tags no problems. With this new dealer, just seems like it's a cluster. The dealer today told me they shorted the state their taxes apparently, and they'll have to make out a check to my father to cover the difference where they messed up on per the original check amount they wrote.

Dad's 86, still gets around good, and he loves his honda 2 door V6 coupe (this his 3rd one). His last model was a 2014, and Honda discontinued the model, BUT, this one local dealer a town over actually had the color my dad mentioned he liked, added it was completely loaded. Told my dad about it, and on his next trip he had his check book and title with him to see if they still had it and they did. At this point, I'm beginning to regret ever finding the car.

I think the last time we bought a car it was about 5 years ago. Used, but up in Virginia. We drove to Virginia, paid cash, dealer did the paperwork, and I honestly don't remember it being a hassel back then either.


Have to be in Tenn tomorrow, will probably take time Thursday or Friday to figure this out.

I personally hate buying cars, and big dealerships in general. Wife had issues with the last car she purchased. Dealership screwed up in her favour then wanted to redo the contract. She told them tough sh## we got a signed contract. If it's such a problem, then return my Tahoe which they didn't have :rolleyes:

Owners executive assistant had to finish my wife's deal, give her a check for the taxes, and make her first payment since it was due the next day :D

Last vehicle I purchased was my wife's jeep Wrangler unlimited. Neighbors brother had it on a lot 150 miles away. I asked my neighbor about the jeep since he was selling some vehicles for his brother. Came home from work the next day and the jeep was sitting in my driveway when I got home. :cool2:

Told my neighbor he was either the best neighbor a person could have or the pushiest salesman I ever met :p

Ended up buying the jeep. Paperwork was handled on the dining room table and everything was hand delivered :D Couldn't get any easier :D

Georgia actually has a pretty good system. But you better have some serious lucres unless you finance the tax too! You pay all the vehicle tax when it's first registered in GA based on it's value. E.g., my 2006 Camry cost a bit over $300 last month when I got GA tags. But from now on, I only pay the tag fee, about $25 every year. Same with new vehicle, pay all tax one time up front. BUT: if you move out of state, you don't get a refund!! Most people finance the tax in with car financing. It's a good system IF you don't move from GA! Knuckleheads in tax departments...

No GA state inspections, which is a stupid rip off. In GA a police can check your car for lights, brakes, etc. and you get fined. Keep lights working, maintain cyar, you good.

Well, seems the dealership really screwed up the paperwork.

Didn't include some items as taxable, made out the check for the taxes in the wrong amount. They short changed my dad by $700 which they told me they'd mail him the check directly to him, and I said no, we will be back in to pick it up. Didn't include some additional information, and as I originally though, the check they made out couldn't be cashed by anyone, nor was the address correct (I was informed that since it was the state, we were kind of lucky it just didn't get thrown away).

I told my dad on the bright side since he's going on 87, so he proably will kick the bucket before he wants to do another trade in LOL

Not to happy, and already told the general manager my dad is coming with me this week to get this resolved and it should be resolved before we get there. Me and my dad are too much alike, but I'm at least showning some restraint here but my dad is already throwing some choice words around LMAO

Thing is, since they already sold his trade in, not certain what they'd do if my dad says he want's his money back. They did agree to cover any ticket costs since my dad is basically driving with no tags as the paperwork was never filed.
