I think it depends on the tractor, for mine the R1's and R4's have the same diameter. The turf tires are signficantly shorter and wider though which I think is pretty much the rule for all brands.Of course the Ag tires are taller so your tractor is going to be a little less stable.
I guess a partial solution for brush hogging saplings with R1's is to cut a bit higher, so the stubble is less stiff and can deflect or break before sticking into the tire.
