It has been too many years to think clearly on this, but I think the RF modulators might need to be at the camera end to send the signal down the coax on separate channels.. but I really don't know. You would need a convertor for the connector on house end to hook to tv, but not a modulator..

He has his modulators at the camera's end. He is creating channel 3 and channel 4 RF and sending it down the coax. But his is having problems of interference in his TV and the viewing end. He is not trying to send composite video down the coax.

Is there a cheap way to send signals down the cable digitally? But then you’d have to convert it back and separate at the house end.

Of course such things to send ethernet down coax exist. BUT none of this is going to be a cheap solution for Dudley. Getting an RF modulator on a different frequency is going to be the cheap solution. yes there is a modem to send ethernet down just about every medium ever thought of on earth. But none of these modems are particularly cheap, at least as compared to an RF modulator. There are fiber drivers, twisted pair drivers, single WIRE drivers, Single fiber drivers, and yes even coax drivers. In my career as an Engineer I often had to look for exotic devices to retrofit some application to some existing thing the customer had in place, and you better believe I often scoured the web to find these obscure devices. But if I was building something "greenfield" Meaning starting out fresh, I always looked for the cheapest and most modern technology starting out. Something that would be supported in the coming years was high on my list of "gotta haves".

I like old school, robust, stand alone technology. I once connected a modulator being fed from a front door camera into the CATV system of a home. Tune to the channel on any TV in the house to see the front door, just like an apartment building. Used a RF modulator but not sure what I used to inject the signal into the CATV system. I think I had help from a friend who owned the local Cable company. Heck, the Cable companies put hundreds of channels on one coax, so putting two on one coax is no problem. The OPs modulators were probably just too close and of poor quality.

No shortage of "cheap" old school TV technology on E-bay.

Your cable company friend likely adjusted the RF level on the coax for you by inserting the proper pads to keep from developing front end overload issues on the TV receiver. Likely Dudley's current setup could be adjusted in the same manner. But having a technician come by and measure the RF signal levels and adjust them with the properly terminated pads of the proper impedance would probably be a lot more of a problem than getting another RF modulator in the UHF spectrum and just slapping that on.

A digital set top box, we used to use one for each channel when putting in repeaters or for MATV in motels etc.
And saw a reference to a 'PAD', is this an attenuator? if so they are quite cheap and have a specific value and F connector.
