I found the cost of the wheels to be exhorbatant. The rake was not too bad without the wheels.
Unlike most here, I have taken the wheels off and have never used them since I've taken them off. I'm not expert at the tractor at all but I find that that the wheels get more in the way than anything else as they limit how far close to a fence line I can get for manure cleanup etc.
I also found that for the little bit of grading I did, using the 3PT to adjust the rake was just fine for me without wheels.
Particularly if you are getting the rake for cleanup I think you can skip the wheels. Add them later if you think you need them.
