While I'm thinking about it. I am having a hard time getting the hoses on the barbs what to folks use to make that a little easier?

Hot water. Or, a good sunny day. If you can get the hose a little warm, it's more flexible and stretches to fit over the barb a lot easier.

Here are a couple of pics. The issue was in trying to put these outlets in with no large holes on the top side how do you secure it from the back with this it is basically welded in. Once I get everything working, I plan to paint frame and go to work. I am a little concerned about holding the tanks in place and right now plan to secure them with tie down straps.

That's a really nice setup. Still interested in where to get those outlets or at least find someone who can spin them in.

To get hoses over barbs spray WD40.
I have taken barrels and put them upside down then cut hole in top and put a home made plug in top.
The quick couplers can be found at TSC.

Thanks for all the tips everyone.

The guy that put the plugs in my barrels does rain barrels. Here is the link to his website. He said he found this outlet rigging set-up on line. Maybe he could help you. He just used a router, a battery powered drill and the threaded fittings which when spun in melt and fuse to the barrel. PlugGREEN.com - The Online Resource for Green and Sustainable Businesses
