Yes it could ,to check that the control valve is operating properly or not remove the side plate the one with the transmission dipstick ,start the engine and operate the hydraulic levers and at the same time watch the control lever roller ,it should not loose contact with the control lever at any time if it does it wmeans that the control valve is as said sticking try giving it a quick flick a few times and see if that makes any difference if not you will have to remove the lift cover and the pump.
