djradz -- yes, changing out the tire would be good. The bearings are shot on this one, and a previous owner put a smaller shaft through the middle, which is now what it rolls on (instead of the bearings.) This gives the wheel some wiggle room, which is part of the problem. Multiple issues... ... but it's close enough now that improving it more is optional. :thumbsup:
