Take them to a rural tire shop that does tractor tires. They'll probably charge $10 to change them both. I had a 13.8x28 tire tube patched. Took the whole wheel down to the shop and they fixed the tube, cleaned the rim and remounted the tire for $20. I sure can't buy tools for that and fight with 8-ply tires.
